"In this book, Victor Cha, Andy Lim, and Ellen Kim explore the weaponization of economic interdependence, from its theoretical and empirical origins to its implications for the global order. The authors look at how and in what ways two lead powers in the international system, the United States and China, have used economic coercion, and they argue that there are fundamental differences in the employment of this tool of economic statecraft by Washington and Beijing. In particular, they focus on China's prevalent use of economic coercion over the past twenty-eight years and its impact on the rules-based liberal international order. This book assembles, for the first time, comprehensive data on all of China's acts of economic bullying against other states, as well as against private companies and individuals. The authors also investigate, both in theory and practice, strategies for countering the weaponization of interdependence by the United States, China, or other actors, introducing the concept of "collective resilience" as a way to combat the weaponization of interdependence.
