- Summary:
- Conducting a free and fair election in India, the world's largest functioning democracy, is a mammoth task for the (ECI), which is a constitutional body. To achieve this, the ECI in turn forms temporary polling teams and provides them with training for the smooth conduct of polls. This case study chronicles Raj Aryan Malhotra's experience as a presiding officer (PO) and his team of five polling officers for one of the polling booths in a remote part of Odisha, India. The polling officers' experiences are assessed through the Tuckman's group formation stages. The formal and informal bases of power for Malhotra, the presiding officer and leader of the polling party, are also discussed. In addition, the clear demarcation of duties is also used as the basis to discuss and highlight the structural dimensions of the organizations-namely centralization, formalization, hierarchy of authority, and specialization. Organizations often resort to temporary teams or project based working systems. This case study is designed to illustrate the challenges and dynamics of temporary teams.
