Through examining how a local government in a small city in Southern California deals with homelessness, this case offers a peek into the mechanisms of how tax dollars are allocated, how local thinking and political affiliations impact decisions made about homelessness issues, and the availability of housing units. This case is relevant in the United States and other market-led societies, where housing is supposed to be an issue that the market addresses, and not the government. Despite existing laws and regulations, there are huge gaps in housing availability, and much of this can be attributed to a lack of initiative on the part of builders or local municipalities to seriously tackle the housing issue.
