- Davenport was one of the first cities in Iowa to introduce riverboat gambling in the early 1990s. In its 20-year history, Iowa gambling has survived and even thrived through many changes in gambling legislation, riverboat ownership, and local and national economic trends. After the recession of 2008, Davenport's riverboat, Rhythm City Riverboat Casino, was not able to rebound its revenue to pre-recession levels. It was also falling into disrepair. The City of Davenport also faced budget shortfalls and was looking for additional sources of revenue. The City of Davenport proposed buying the Rhythm City Riverboat Casino and redevelop it into a land-based casino. After reviewing this proposal, Mayor Gluba felt it is a good option and was ready to move forward with it. This case is most appropriate for classes in government, public administration, strategic management, hospitality management, and nonprofit management.
