- Summary:
- "The Communist Party of Philadelphia states that the major question in the framing of the new city charter is more democracy" (page 1). To this end, they propose changes to the office of mayor, the city council and the executive departments, as well as the power for the electorate to use initiative and referendum voting and recall. Other proposals include changes to the working conditions of city employees, equal rights for all Philadelphians regardless of race, color, creed, religion or nationality, and a new tax structure for city revenue.
