窝阔台前承成吉思汗未竟之业,后启大蒙古国建制之端,具有重要的历史地位.本文从军事安排,行政体系,经济举措及家族关系四方面,分析窝阔台对大蒙古国的统治方式,和这一时期的国家变化.窝阔台时期建立的制度框架主要为:军事上,以千戶制度为纲,扩建探马赤军,整编汉军,使地区军团成为作战主力,将领等级复杂化;行政上,构建了以"断事官-必闍赤-达鲁花赤"为主干的国家管理体系;经济上,利用斡脫商人形成自东向西的财富环流,利用稅收制度形成自下而上的输送通道,利用新都和林的建立囤聚了财富.窝阔台利用战争扩张本家族势力的同时,巧妙处理宗亲关系,使政敌拖雷家族难得扩张之机.窝阔台是推动大蒙古国从草原游牧政权向世界性帝国转变的关键人物.他维护了汗权独尊和中央集权,构建了大蒙古国的制度框架,为后继者处理内外事务提供了丰富经验.
