Mexico's law is based on the Napoleonic Code, which means that a person is presumed guilty until proven innocent. In most criminal cases, trial is by judge, not jury. Civil cases and those involving major felonies are tried in federal courts. Mexico is actively working to modernize its legal system, which tends to be slow and bureaucratic. Unfortunately, efforts to enforce legislation against drug production and trafficking have resulted in violence. In several high-profile cases, top government officials have been found guilty of corruption and of receiving money from drug cartels.
