Summary:
HAS of large crowd of people outside a building (presumably giving out permits) (17). Ground view of the entrance with a policeman on duty. A woman carrying a toddler emerges (22). MCU of the woman showing off her permit (the words cannot be read) (28). At the coal dept people emerge with sacks of coal - some push pushchairs, prams and a hand cart loaded with the coal. One woman pushed a pram with a baby and a sack of coal. Three women emerge with a fully laden hand cart (48). The three women resting and are helped by a man (52). A toddler with a toy wheelbarrow (54ft).
