Summary:
The motive power is drawn from the overhead wires". Two engineers (one in work clothes and the other in smart dress) work on a section of rail (?) observed by members from the Conference. A tram in the background can be seen with the name `Dalton'. Shots of a trackless tram car (more like a single decker bus) travels up and down a street in West Ham. The overhead wires can be seen in some shots as can the overhead arm on the tram. The tram travels along a road which has trams lines. Crowds of people watch the tram and the camera. Other traffic also passes, including a car and a horse cart.
