Summary:

The international activism of cities and regions has undergone an important growth in recent decades: both in intensity and in geographical scope, to the point that the phenomenon - which at the end of the seventies of the past, was limited to cities, Western federated regions and entities- extends today to all continents. It is therefore reasonable to affirm that the sub-state involvement in international affairs constitutes a structural feature of the global political system, but not only the globalization and diversification of the phenomenon motivates the growing interest that it receives, on the part of the analysts, of diverse disciplines. It is above all its novel character, and its character of symptom of the great changes, of the transformations of the contemporary international system, which explains the attention and the effort of study of the paradiplomatic phenomenon.
