Archival caption: Lord Scarman, new press conference to release his report into The Brixton Disorders 10-12 April 1981, London, Wednesday 25th November 1981. In the report, Lord Scarman said the violence last April was essentially an outbreak of anger by young black people against the police, not race riots.
