- A characterization as close as possible of the natural and social environment, of the complex network of social relations in which its inhabitants are immersed through the many and varied ancestral traditions that largely delineate the region of Itztapalapan (which in pre-Hispanic times was known as the Uixachtecatl -the Huizache Region- and also as the Nauhtecuhtin -The Four Lords), as well as their social problems, the circumstances that originate them, the ways that are sought to face them with their relative successes and resounding failures. More than anything, of the identity elements that are so own and authentic to them that shape their idiosyncrasies and pride with all their microregionalisms: the Itztapalapa natives, culhuacanos, mexicaltzincas and huitzilopochas. The project PIACE is made up of archaeologists, ethnohistorians, social anthropologists, architects and biologists from various INAH work centers. It was created to address the problems of various kinds that put at risk the conservation of archaeological monuments in the historic center of the delegations of Iztapalapa and Culhuacán, and that also seriously affect the Cerro de la Estrella (Huizachtepetl) as a protected natural area. It was possible to identify and characterize a vast pre-Hispanic settlement on the hill, built by Teotihuacans around 300 AD, to which cultural groups arrived perhaps from the Bajío and Northern Mexico around 700 AD, who have identified themselves as the Chichimeca Culhuaque, who would later be the founders of the city of Culhuacán. In 2007 and 2008 explorations were carried out in the historic center of Iztapalapa, which led to the discovery of the Sacred Precinct of the pre-Hispanic city of Iztapalapa.
