- Summary:
- The National Oceanic and Atmospheric Administration (NOAA) Office of Marine and Aviation Operations (OMAO) is responsible for managing and operating NOAA's fleet of ships and aircraft. NOAA's fleet of nine manned aircraft has been operated, managed, and maintained since 1993 at OMAO's Aircraft Operations Center (AOC) located at 7917 Hangar Loop Drive, Hangar 5, on MacDill Air Force Base (AFB) in Tampa, Florida. The AOC is comprised of up to 110 NOAA staff and operates from the circa 1940s-built Hangar 5, and associated ramp, office, shop and storage facilities. Due to a Department of Defense (DoD) realignment of aircraft assets nationally, MacDill AFB has been directed by its command to make space available for additional KC-135R air refueling aircraft and 400 support personnel. The OMAO AOC is directed to vacate the Hangar 5 location no later than July 1, 2017. In response, the OMAO has determined that regional entities that can offer long-term occupancy of a similarly sized AOC facility at an airport equipped with a minimum of an 8000-ft long runway, up to 99,000 square feet (SF) of hangar space (with adequate height), and administrative and storage space at an airport within 50 miles of MacDill AFB would most effectively and efficiently meet its relocation criteria. Two action alternatives are being evaluated by NOAA per Section 102 of the National Environmental Policy Act of 1969 (NEPA) under 42 U.S. Code (USC) §4332, and Council on Environmental Quality Regulations for Implementing Procedural Provisions of NEPA at 40 Code of Federal Regulations (CFR) 1500-1508"--Executive summary (ES-1).
