- Over the past several decades, Members of Congress, former and current senior State Department officials, academics and think-tank analysts, and other stakeholders have proposed numerous initiatives to address what they perceive as organizational misalignments and management deficiencies that diminish the State Department's capacity to serve as the federal government's lead foreign affairs agency. This report focuses on congressional engagement in three previous initiatives to reorganize and reform the State Department during the George H.W. Bush, Clinton, and Trump Administrations. The efforts to reorganize the State Department examined in this report may offer several perspectives to Members considering statutory State Department reorganization in the 117th Congress.
