Summary:

The PLAN continues to refine and enhance the capabilities and tactics necessary to execute China's near seas active defense strategy. At the same time, there is a political impetus for the PLAN to operationalize far seas defense capabilities as part of an emerging new maritime strategy. The normalization of PLAN operations in the Western Pacific, along with years of counterpiracy deployments to the Gulf of Aden as part of the new historic missions, has given the PLAN the requisite experience, confidence, and proficiency to defend China through the operationalization of far seas defense capabilities. The strategic framework that underpins China's near seas active defense strategy suggests the PLAN will extend operations to the far seas to protect Chinese national interests. PLAN operations in the near seas over the last decade have included political signaling, suggesting the PLAN will be used for this mission as part of a strategy that includes far seas defense. Signaling includes PLAN ships operating in the vicinity of China's interests and simultaneously publicizing these operations. China is likely to pursue far seas defense missions over the next several years and may integrate far seas defense into its existing near seas defense strategy, yielding a new maritime strategy altogether.
