"The United States Coast Guard collects and maintains data on incidents at sea in the commercial fishing industry. Safety -related i ncidents include injuries, falls overboard, vessel collisions, deaths, pollution events, and equipment failures that require Coast Guard intervention. However, this information is not linked to the particular fishery in which a vessel was participating at the time of the incident. Linking to the fishery is important for research concerning fishing and vessel safety because institutions, regulations, phys ical regional characteristics (i.e., weather, currents, and navigational challenges), vessel characteristics (i.e., length, weight, age, maneuverability, and gear type), and captain and crew experience all affect fishing safety and incident rates. These at tributes may vary greatly not only by region, but by the particular fishery (or fisheries) in which a vessel participates"--Executive summary, paragraph 1.
