"A few weeks ago, the Commissioner [Charles Rosotti] testified before another House subcommittee stating that the IRS is 'wholly committed to implementing each and every taxpayer's rights provision and making them work as intended, while still fulfilling the mandate to collect taxes that are due.' Some people are now concerned that the agency has become so user friendly that it isn't collecting enough of the tax money that is owed. In a recent hearing before this subcommittee, we learned that taxpayers owe the people and the Treasury $231 billion in overdue taxes and penalties. We recognize that this is an enormous undertaking filled with both short-term and long-term challenges. We welcome each of our witnesses today and look forward to discussing the agency's progress and challenges and how they are affecting the American people and the Internal Revenue Service workers"--Page 2.
