- "The subcommittee is meeting this morning to examine the status of the Coast Guard's acquisition programs. In 2002, the Coast Guard signed the contract to begin the acquisition of the program formally known as the Integrated Deepwater System. Deepwater was supposed to provide a complete recapitalization and mod- ernization of the Service's larger aging assets as well as an out- dated communications and information system over a 20-year period. Well, at least that is what we were promised"--Page 1.
