- "This FEIS has been prepared by the Navy in compliance with the National Environmental Policy Act (NEPA) of 1969 (42 United States Code 4321 et seq.), the Council on Environmental Quality Regulations for Implementing the Procedural Provisions of NEPA (Title 40 Code of Federal Regulations [CFR] Parts 1500-1508), and Navy Procedures for Implementing NEPA (32 CFR 775). Three alternatives are analyzed in this FEIS. The No Action Alternative would continue baseline training activities of the same types, without change in the nature or scope of military activities. Implementation of Alternative 1 would increase training tempo from baseline conditions and add new types of training, conduct existing routine training in additional locations within SSTC established training areas, introduce new platforms and equipment into training, and increase access and availability to existing beach and inland training areas. Alternative 2 is identical to Alternative 1 except that it further increases access to beach training areas. This FEIS addresses the potential environmental impacts that result or could result from activities under the No Action Alternative, Alternative 1, and Alternative 2. Environmental resource topics evaluated include land use and recreation; geology and soils; air quality; hazardous materials and waste; water resources; acoustic environment (terrestrial); marine biological resources; fish; marine mammals; sea turtles; terrestrial biological resources; birds; cultural resources; transportation and circulation; socioeconomics, environmental justice, and protection of children; and public health and safety"--Abstract.
