- As part of an ongoing ARRA oversight, this audit was initiated to determine whether FHWA has taken actions to reduce risks identified with locally administered highway projects. Specifically, they assessed (1) the extent of LPA compliance with Federal requirements and (2) the effectiveness of FHWA's actions in ensuring that states have adequate LPA oversight programs. To conduct this audit, they selected 4 states (California, Louisiana, Tennessee, and Texas) for site visits.
