- "This National strategy for counterterrorism articulates the United States government's approach to countering terrorism and identifies the range of tools critical to this strategy's success. This strategy builds on groundwork laid by previous strategies and many aspects of the United States government's enduring approach to countering terrorism. At the same time, it outlines an approach that is more focused and specific than previous strategies. U.S. counterterrorism efforts require a multidepartmental and multinational effort that goes beyond traditional intelligence, military, and law enforcement functions. The United States is engaged in a broad, sustained, and integrated campaign that harnesses every tool of American power -- military, civilian, and the power of national values -- together with the concerted efforts of allies, partners, and multilateral institutions. These efforts must also be complemented by broader capabilities, such as diplomacy, development, strategic communications, and the power of the private sector. In addition, there will continue to be many opportunities for the Executive Branch to work with Congress, consistent with the country's laws and values, to further empower counterterrorism professionals with the tools and resources necessary to maximize the effectiveness of the nation's efforts."
