The Treasury Department's Financial Management Service has spend $20 million implementing the Debt Collection Improvement Act, coordinating with Federal agencies, conducting awareness campaigns, drafting contracting documents and regulations, and working with agencies to refer their debts to Treasury. Unfortunately, the Financial Management Service has only collection about $300,000 from these efforts"--Page 1.
