- Summary:
- To evaluate the extent to which the military services have implemented DOD's policy for accepting, reporting, and monitoring gifts accepted under the general gift fund authority, we reviewed and analyzed relevant documents such as statutes and DOD and service policies and guidance and military services gift fund records for fiscal years 2005 through 2008. While DOD's policy requires the military services to maintain gift fund records of all monetary and nonmonetary gifts accepted, military service officials acknowledged that they could not readily tell us the total magnitude of gifts that had been accepted below the secretary level because the records are not centrally managed or tracked. While the military services are implementing DOD's policy for accepting gifts, they have not implemented the reporting requirements outlined in DOD's policy under the general gift authority.
