Summary:
Despite their successes, the most recent joint operations highlighted seams in joint doctrine, particularly in the area of airground integration. These seams can be categorized into five focus areas--supported/supporting relationships, establishing directives and emerging concepts, synchronization of interdiction and maneuver, joint fires, and fire support coordination measures. The focus areas highlight the following overarching issues in existing joint doctrine that require attention in shaping doctrine for the future joint force: Predetermined support relationships based on areas of operations and doctrinal missions inhibit agility and versatility of thought, plans, operations, and organizations. Shortfalls exist in articulating to a joint cross-functional audience authorities, roles, and responsibilities that can adapt in dynamic situations. Planning and execution mind-sets and processes are not conducive to integrated operations. Command and control of joint fires is disparate and stovepiped along service and component lines. Coordination measures lack flexibility and responsiveness to support rapidly executed, dispersed operations.
