- This report by the U.S. Department of Labor discusses the economic benefits of creating association health plans (AHPs) as a means of improving access to affordable quality health care for employees of small businesses and professional organizations. A federal structure for small employers to create AHPs would bring stability, uniformity, and lower costs for health care coverage, increase insurance coverage and decrease the number of medically uninsured persons, as well as will level the playing field and give participating small employers the same advantages as larger employers and employers who provide benefits through Taft-Hartley plans (plans sponsored jointly by a union and two or more employers).
