"At approximately 4:00 p.m. local time on March 6, 2004, a cluster of thunderstorms moved through the Baltimore metropolitan area producing wind gusts of 40 to 55 mph. A water taxi loaded with 25 people in Baltimore's Inner Harbor capsized in the thunderstorm winds and five passengers lost their lives. These were the first water taxi fatalities since the taxies began operating in the Inner Harbor in the late 1970s. Due to the tragic nature of the event, the National Oceanic and Atmospheric Administration's (NOAA) National Weather Service (NWS) has assessed its performance during the event. This assessment evaluates the performance of the NWS prior to and during the event and provides recommendations to improve services in the future. The lead agency on a separate accident investigation was the National Transportation Safety Board (NTSB). The NWS and U.S. Coast Guard were partners with the NTSB in the formal accident investigation. This service assessment, however, examines issues directly related to NWS services. It does not determine probable cause of the accident or address issues related to the water taxi and operating procedures of mariners in Baltimore's Inner Harbor. NWS service assessments significantly enhance ongoing efforts to improve the quality and timeliness of NWS products and services. Findings of this assessment will further the NWS goal of improving forecast techniques and information provided to the American public"--Preface.
