Summary:
Whilst the greatest effort has been made to ensure the quality of this text, due to the historical nature of this content, in some rare cases there may be minor issues with legibility. So long as the juvenile-court laws of practically all the States are ignored, conditions such as I have described will persist. It can not be urged in defense of the failure of those who preside over the juvenile courts that the necessary facilities for caring for delinquent children have not been provided. It is the duty and business of the courts to enforce the law and to administer relief to every delinquent child. We can not too strongly emphasize the doctrine that it is the duty Of the judge - the legal duty, if you please - to save the child.
