Parrish, Jr., of Philadelphia, to the U.S. House of Representatives, praying for relief against the emperor and government of France : who have defrauded him of fifteen millions of francs, payment of which was guaranteed to him by the parole of the Emperor, specifically pledged to the claimant at an extraordinary audience appointed at the palace of St. Cloud for that purpose.
