Franklin was appointed colonial agent in England by the Pennsylvania Assembly in 1764. John Dickinson and nine others united in a protest against this action, which was printed in the "Pennsylvania Journal" of Nov. 1, 1764, and later separately as "Reasons on which were founded the protest offered by certain members of the Assembly to that body concerning the sending of Mr. Franklin to England."
Franklin's reply to this called forth Mr. Smith's Answer. Cf. "Life and correspondence of the Rev. William Smith", v. 2, p. 536; Ford's Franklin bibliography, p. 121.
