Argument of Hon. Roscoe Conkling, June 26, 1866, before a special committee of the House of representatives, raised to investigate the administration of the Bureau of the provost marshal general, and also the act of James B. Fry, the head of the said bureau, in sending to the House a letter libelling the character of one of its members, and also the truth of said letter.
