The whole official correspondence between the envoys of the American states, and Mons. Talleyrand, minister for foreign affairs in France, on the subject of the disputes between the two countries : and also, the purport of some private conversations between the American commissioners and an unaccredited agent of the French government, who was employed to make such propositions, all tending to plunder the United States, as even M. Talleyrand could not dare to avow in the first instance.
