- 本书是南京邮电大学程河清老师的博士论文. 程河清同志在博士期间深入发掘中国近代报纸的发展演变, 著有此书. 中国古代,直至清末, 官方(朝廷)一直留存的是邸报, 塘报, 宮门抄, 并没有近代意义上的报纸. 在清末新政之后, 各地的督抚大臣开始着手近代官方报纸的创立, 如"北洋官报""南洋官报""秦中书局汇报""湖北官报""并州官报"等等. 官方报纸的设立, 在于流通信息, 有助于时代进步, 但是地方州, 县常常拖欠报费, 邮费, 也令不少官报入不敷出, 濒临破产, 这期间突显了"新"与"旧"的矛盾和冲突.本书的价值在于梳理清末官方报纸的历史脉络, 有很好的学术价值, 值得出版.
