Summary:
Social protection is a critical policy instrument in Sierra Leone to address the multiple risks and vulnerabilities faced by citizens. Through the Medium-term National Development Plan for 2019-2023, the government of Sierra Leone (GoSL) stated its aim to expand social assistance to cover thirty percent of the vulnerable population, and launched the National Social Protection Policy (NSPP) in 2011 to reflect new vulnerabilities. The government also announced plans for enshrining social protection into law, supported by a national strategy and plan of action. The objective of this Public Expenditure Review (PER) is to assess public expenditures on social assistance programs and Active Labor Market Programs (ALMPs) in Sierra Leone, with the intention of informing policymakers of the efficiency and effectiveness of these programs.
