Summary:
The coronavirus disease 2019 (COVID-19) pandemic resulted in multiple and prolonged disruptions to the U.S. health care system. In response to nationwide stay-at-home orders, state Medicaid agencies implemented policy flexibilities to encourage telehealth expansion and adoption by both patients and providers as a means for ensuring that needed health care continued to be delivered during the public health emergency (PHE). As the COVID-19 pandemic continues to evolve, state Medicaid offices have responded by making ongoing changes, including making some of those policy flexibilities permanent and rescinding other policies or allowing them to expire. The purpose of this project was twofold. First, we cataloged changes to state Medicaid telehealth policy flexibilities and/or new policies enacted during the COVID-19 PHE as of April-May 2022. We focused on flexibilities that were rolled back, as well as those made permanent in part or in whole. Second, we sought to better understand the decision making process behind Medicaid telehealth policy changes, including data or other information used for decision making, considerations for health equity and COVID-19, stakeholder experiences, barriers and facilitators to decision making, and lessons learned.
