Biography/History:
Bidyut Chakrabartyis a former Vice Chancellor of Visva-Bharati, Santiniketan, India. He was involved in teaching in the department of Political Science, University of Delhi for more than three decades. Prakash Chand Kandpal is Professor and Chairperson, Centre for the Study of Law and Governance, Jawaharlal Nehru University, New Delhi.
