- Biography/History:
- Lithuanian rabbi, formerly rabbi in Šiaulėnai (known in Yiddish as Shavlan, north of Kaunas, west of Panevėžys), and later rabbi and Av Beth Din of Los Angeles, before 1932; apparently emigrated to Israel about the time of this letter writing, circa spring 1961, to head Kolel Avrekhim ʻAṭeret Yosef in Tel-Aviv.

- Typewritten letter to the Israel Ministry of Religion, Synagogues division, responding to, and challenging, an earlier demand by the Ministry for Singer's rabbinical documentation, apparently upon his emigration to Israel from California. Singer protested the disrespect shown to his former communities in Lithuania and California, even stating that he delivered lectures in the great [Lithuanian] yeshivot, regarding this coercion by the Ministry and the Chief Rabbinate of Israel to reproduce paperwork. Signature below text, with Singer's rabbinical stamp from Los Angeles stamped below (likely for documentary proof).
