Summary:
The rapid further development of information and communication technology (ICT) has consequences for the scale of social activities in general and for the capacity of action of the national state in particular. Because the notions of place and time are radically influenced, national states will have to adjust their functioning. On the one hand, IT gives government authorities more policy options; on the other hand, the effectiveness of policy instruments linked to state territory will decrease further. Given the many uncertainties, governments will do well to opt for an open approach to these developments.
