Summary:
Government organizations doing road construction projects usually send out requests for proposal (RFP) to procure project management consultants. The selection process consists primarily of evaluating the proposer's capability to perform the role of an independent engineer. This evaluation is done through various parameters, the details of which are sought qualitatively through the forms provided in the RFP. Construction project management professionals should be able to understand the data the government organization is seeking, and convert it into quantifiable metrics that allow for comparison of all the proposers. This case study addresses the selection of a consultant for a road project with the help of proposals. The case provides the practical problem of selecting a consultant for a project. The case is aimed at postgraduate students pursuing construction management and project management.
