- Nongovernmental organizations (NGOs) are seen as crucial service providers for poor and marginalized communities and are the preferred tool of international aid donors over the last two decades. However, there are complex challenges of ethics and accountability in how NGOs operate and what this means for the people who benefit from their services. These challenges are evident in the Philippines, where many local NGOs with lucrative international aid funding struggle to balance the interests and priorities of their donors with those of the communities they serve. This case examines the activities of an emerging local NGO that supports abused women with disabilities and is run by an able-bodied man, thereby raising questions about ethics and outcomes, levels of accountability, representation, and (dis)empowerment. By examining this NGO, students will analyze the challenges faced by grassroots NGOs around the globe.
