- "Running on Empty" describes the situation within the Strategic National Stockpile (SNS) as COVID-19 shut down the economy in March 2020 (details of which are in the Appendix) and Personal Protective Equipment (PPE) was immediately needed by all healthcare workers. The SNS was responsible for supporting the PPE demand but it could not, leading to a free-for-all across the nation to source PPE to keep essential workers safe. The supply chain, public policy, and crisis leadership were all "running on empty," which placed our public safety at great risk.The case study begins with descriptions of the experiences of two anonymized healthcare organizations based on firsthand interviews and information compiled from news coverage. A discussion follows of events in the federal government leading up to March 2020. These events laid the groundwork for the response failure.
