- The case is part of the EU Horizon 2020 Smart City project RUGGEDISED,1 in which Rotterdam is one of the lighthouse cities. This project was set up to create urban spaces powered by secure, affordable and clean energy. The overall goals of the RUGGEDISED project are to improve the quality of life of citizens, to reduce the environmental impacts of activities and to create a stimulating environment for sustainable economic development. The case presents the complexity and challenges of realising the benefits of Smart Thermal Grids (STG) in the Hart van Zuid (Heart of the South Side) district of Rotterdam. Hart van Zuid is the pilot area of the RUGGEDISED project, where different Smart Thermal Grid solutions are being developed and implemented. These STG initiatives aim to demonstrate that energy from renewable sources (e.g., aquathermal energy) and back-up (aquifer thermal energy storage) can be shared between a range of buildings (such as the Rotterdam Ahoy convention centre, a new cultural arts complex) for heating and cooling purposes in the city. Although the case is set in the past, at the time of writing (January 2022) the RUGGEDISED project and its STG component are still underway. When completed, it will have established heat and cold exchanges between buildings and will provide great business opportunities for energy provider companies in the Netherlands. There have been, of course, many challenges to the STG development, ranging from institutional arrangements to collaboration among multiple parties. This case devotes particular attention to the challenges faced by the Municipality of Rotterdam and the complexities surrounding decision-making in the development and implementation of the STG in the Hart van Zuid district of Rotterdam.
