Summary:
The case evaluates the importance of leadership, which is often understated when considering major real estate development projects, particularly when local municipal public bodies take a leadership role to introduce important policy measures. The City of Toronto provided a strong and decisive vision in articulating a plan for future development which will favorably impact the former Cadet Cleaners site. The policy actions will assist the private sector developer to build a mixed-use project that is sustainable, generates economic benefits for the local community, and provides necessary housing which is in demand. The subject property was also a former brownfield site and, accordingly, does not presently generate any economic activities that support the local economy.While collaboration and connectivity of key stakeholders is fundamentally an important outcome, it was the City's leadership actions to introduce municipal measures to address traffic congestion and vehicular accessibility issues which had become very problematic in the Cadet Cleaners neighborhood. In addition, city plans for improving public transit options for the immediate area will also be beneficial for the local community. Eventually, much-needed housing will be built for the area and small businesses will be located nearby to support the local community at large. Students will be asked to describe the importance of local municipal leadership and discuss the benefits that accrue to a local economy from critical leadership and collaboration of key stakeholders.
