This case is in continuation of part B. The case focuses on the challenges of conceiving an IT-based design and successfully executing it to solve an organizational problem within severe time constraints. In the context of the case, the scope and objectives of the IT-based design were dynamically changing. The case indicates the difficulties involved in implementing an IT project keeping in mind significant time pressures. It outlines the challenges that change agents face inside organizations and how they have to navigate organizational politics to be successful. It highlights the forces that both facilitate and derail change. While implementing an IT-led project in an organization that resists change, success is possible only when actors go out of their way to sort out implementation issues. There are stages when Vijay refuses to compromise with the technology design and goes the extra mile to negotiate with stakeholders to resolve implementation issues. Vijay demonstrates remarkable energy in collaborating with numerous stakeholders to ensure the success of the IT initiative. Unexpected problems arise as the Indian police infrastructure is unable to keep pace with the requirements of an IT design. Thus, implementing an IT-based project involves responding to contingencies that cannot be anticipated in advance. Vijay addresses these problems with renewed vigor to ensure that the IT-based initiative does not fail. The case also focuses on challenges in scaling up the initiative when other states organized the AIPDM.
