- For over 50 years, the U.S. Navy has used Vieques, an island off the coast of Puerto Rico, as its only live fire-training ground. After a civilian was killed in a bombing accident last spring, training was suspended. Without Vieques, the Navy says it can't adequately train servicemen to go into combat. The people of Puerto Rico claim that the war games cannot resume because they have seriously harmed the island's environment and their health.
