The presidential photo-finish in the Florida election is exposing a weakness in the punch-card ballot system, a type of ballot used by one-third of all voters in America. In every election, some small percentage of the cards don't count, either because some ballots contain too many votes for president, while others don't appear to have any presidential vote at all.
