- Fran Peterson, a Georgia woman, was charged with reckless conduct in the death of her five-year-old foster child, Terrell. Georgia's Department of Family Services not only ignored evidence that the child was being abused but tried to cover up departmental mismanagement of the case. Don Keenan, an Atlanta lawyer, is suing the state in Terrell's name.
