- The case centres on Georgia State University's decision to create a football stadium in the face of a limited school community. After several years of lacklustre performances Georgia State University realised that it had to invest in a new stadium after the Atlanta Falcon football's team announced that they would be moving from the stadium they shared with GSU, which was slated to be demolished. Georgia State University must now decide if they should build a new stadium or adapt a basketball field into a football stadium.
