Welcome to the 23rd edition of the ACM Internet Measurement Conference (IMC) 2023 in our beautiful city of Montreal We are honored to host you to this 3-day conference that will present how measurements continue to provide data-driven insights in the behavior of the Internet. Measured data research gives a unique opportunity to better understand Internet performance and thus give the required background for developing innovative approaches to traffic and system management. With the rise of Artificial Intelligence in networking, data is also necessary to feed the next-generation technologies that will enable the Internet to continue being at the center of all activities today. Montreal, as a center for AI development, is well-placed to host an event that promotes the use of data in network decision systems. The conference will provide a platform for meaningful discussions, knowledge exchange, and networking opportunities with two (2) keynotes, paper presentations, and poster sessions. We hope that all participants will gain valuable insights that can be applied in their current and future research and make a positive impact on the outcomes of the conference. However, the benefit of a conference lies not just in the knowledge disseminated from the stage, but in the conversations that happen in the corridors, during coffee breaks, and in the discussions at the dinner and banquet. We are thankful that the Ecole de Technologie Superieure is providing us with the facilities that will enable this interchange of ideas.
