Summary:

The main objective of the study, rather than stating the obvious, is to evaluate the modernization efforts of the Devlet-i Aliyye between 1768 and 1908, the political history of the period in which the determination of tajaddu (reform, reform, innovation) was gradually strengthened, but could not completely eliminate its hesitations. The Enlightenment, Industrial Revolution and French Revolution in the 18th century, and in the 19th century the micro-scale administrative mentality, regime forms, social structure, urbanization, individual-state and production-consumption relations and macro scale redefinition of the framework of interstate relations. The author chronicles the painful story of the 'longest century' of a great empire that changed in every field and transformed its administrative mentality, traditional institutions and social structure to come in line with the spirit of modernity.
