- This story is set on the beautiful island of Tuvalu and focuses on Teuleala Manuella, a civil servant at the Ministry of Home Affairs based in the capital Funafuti. Teuleala heads the Department of Community Affairs focusing on Social Welfare. Tuvaluans are very independent people so the idea of social welfare has never been formalised even though governments provides many free services which might class the small country as a welfare state. According to Teuleala, their approach to social welfare is to try to move towards development of stronger Tuvaluans by providing a basic guaranteed standard for the welfare and health of their people.
